Penza was founded in 1663 as a fortress to defend Russian borders against multiple raids of Nogai and other hordes staying on the lower reaches of the Don and the Volga rivers after the decay of the Golden Horde. The end of the Great Distemper initiated the struggle with these inroads. In the middle of the 1630s Tsar Mikhail ordered the instauration of the Tulskaya defense line constructed as far back under Vasili III. The city was located on the bank of the Penza River and was named after it. There are several versions regarding the origin of the river's name. It is possible that its name is connected with German and Komi languages and translates like ‘gullet, blind creek’, or with Mordvinian language meaning ‘end of stoke, till the end’.

From the middle of the 18th century the role of Penza as a trade center grew. There were two main trade fairs in Penza drawing merchants from many cities. Every year at the high-water season merchants sent bread and wine by the waterway on the Sura River to Petersburg, Moscow, Nizhni Novgorod and Yaroslavl. At the end of the 19th century more than 160 medium factories and works operated in Penza. The city's favorable geostrategic location in the heart of Russia in 600 kilometers from Moscow determined its role as the connecting point between the country's European and Eastern Regions.
Mikhail Yurievich Lermontov spent his childhood and adolescence in the village of Tarkhany of the Penza Region. Today Tarkhany is the site of the Governmental Reserve Museum ‘Tarkhany’. It occupies about 100 hectares and represents the central mansion house surrounded by gardens, ponds and a park. Many famous people lived and worked in Penza. Among them were mathematician N. Lobachevsky, historian V. Klyuchevsky, neurosurgeon N. Burdenko, producer V. Meyerhold and painter A. Savitsky. A. Radishev was also born in the Penza Region. Today Penza is an attractive, comfortable city where the modern multistorey buildings exist side by side with the monuments of the 18th and 19th centuries. Penza is also one of Russia's major industrial, transport and cultural centers.
